Pensioners Discount Electricity South Africa

Did you know that pensioners discount electricity, municipality rates and taxes rebate are available?

With the hike of petrol and other basic needs that are important to us, after all, it is not all that bad for those who have retired.

Most municipalities offer free basic electricity to unemployed and with no exception, pensioners discounted electricity in South Africa.

City Of Johannesburg

Pensioners who are registered property owners in the City of Johannesburg may apply for a rate reduction.

This application must meet a number of requirements.

Pensioners in one of two groups are eligible to qualify for the discounts (rebate):

60 - 69 Years of Age

According to the table below, pensioners who fall into this group will be given a refund based on their monthly income:

Less than R7 850 a month 100%
Higher than R7 850 but less than R13 458 a month 50%

Please be aware that a Pensioner must fulfill certain requirements in order to be eligible for a discounts (rebate).

70 Years of Age and Above

Regardless of income, the City will offer a 100% rebate to pensioners aged 70 and older if the property's maximum value is less than R2,000,000.

Terms and Conditions for Discounts (Rebate)

  • The property for which the rates are charged's registered owner must be the pensioner;
  • The pensioner needs to reside there;
  • In order to qualify for a refund, the pensioner must be at least 60 years old for the first group or at least 70 years old for the second group;
  • The property's total market value, which includes both the land and the improvements, cannot exceed R2,000,000.00.

If you fulfill the aforementioned requirements, you may fill out an application form and bring it to any City of Johannesburg customer service center along with the items listed below:

  1. Your ID;
  2. Proof of income for the previous tax year (SARS assessment); and
  3. Proof of current income.

Please take notice that while applying for the refund, pensioners who are 70 years of age or older simply need to bring their original Identity Document and a certified copy of it.

Ekurhuleni Metropolitan Municipality

The Ekurhuleni Metropolitan Municipality offers pensioners discount electricity, rates and taxes rebate to old age people.

A pensioner rebate, commonly referred to as a pensioner assessment rates reduction at Ekurhuleni Metropolitan Municipality, is available to registered owners of properties situated within the municipality.

Terms and Conditions for Discounts (Rebate)

  1. be the registered owner of property within the following categories of properties
    • Residential;
    • Farm properties used for Residential purposes;
    • Small Holding used for Residential purposes produce a valid identity document;
  2. must be at least 60 years of age upon application, provided that where couples are married in community of property and the property is registered in both their name, the age of the eldest will be the qualifying factor;
  3. be in receipt of a total monthly income from all sources not exceeding an amount as determined by Council from time to time;
  4. a once-off application must be submitted with the implementation of every new valuation roll. The applicant applies only once for the reduction and it remains valid for the duration of the valuation roll;
  5. not be in receipt of an indigent assessment rate rebate;
  6. must reside permanently on the property concerned which consists of one dwelling only and no part thereof is sub-let; and
  7. confirm the aforementioned details by means of a sworn affidavit.

The following refunds will become applicable upon approval of the pensioner rebate application.

  • Section 1: A reduction on the property value in respect of R150 000.00
  • Section 2: A rebate based on monthly assessment rates payable

The following formula is used to determine this part depending on the pensioner's average monthly income:

Average monthly earnings in respect of preceding 12 months. Rebate on assessment rate
R0.00 to R 2 520 (2 x State pensions when amended) 100%
R 2 520.01 to R 4 500.00 85%
R 4 500.01 to R 6 000.00 70%
R 6 000.01 to R 7 500.00 55%
R 7 500.01 to R 11 500.00 40%

If the aforementioned requirements are met and you want to apply for the pensioner assessment rates reduction, you may fill out an application form and submit it with someone else at your neighborhood Ekurhuleni office.

  • Certified copy of your identity document;
  • Copy of Deeds Office Registrations if "Registered Life Right User";
  • Copy of previous year Income Tax Assessment if additional pensioner rebate (Section 2) is being applied for, and proof of income.
