SASSA SRD R350 Grant Qualifying Criteria to Further Eased
Press Release: July 15th, [year]
The proposed regulations for the R350 social relief of distress grant have undergone additional amendments by Minister of Social Development Lindiwe Zulu in order to include more individuals in the system.
Since the start of the most recent grant round on April 1, 11.3 million people have applied, but only 5.2 million have been accepted.
This contrasts with 10.5 million recipients of the grant under its last incarnation, when the eligibility requirements were far more lenient.
The means test was reduced from R624 in the previous version of the grant to R350 in the current one.
This meant that anyone receiving more than R350 in monthly income, even if it comes from family assistance, was ineligible for the grant.
In addition, the new version performed a previously unheard-of cross-check of all applicants with the banking system.
The large number of disqualifications was caused by this.
Zulu said this week that the means test will be lifted back to R624, which is the threshold for food insecurity.
The agency recommended on Thursday that, while the cross-check against the banking system would still be used, it would not be the primary factor in determining whether someone might get a grant.
Additionally, it would no longer be necessary for candidates to reapply every three months.
The proposed regulations are open for feedback before being published in the Federal Register.
Payments were meant to begin automatically on April 1st, but the modifications to the eligibility requirements caused a delay.
For April or May, no one has yet received payment, and just around half of the applicants received payment in June.
The government has promised to compensate everyone who owes money.
The government issued a statement saying, "We sincerely apologize for the lengthy delay in analyzing the April and May applications and we are doing all we can to expedite the assessments, especially the bank verification processes that are now required by the laws."
